Open Enrollment for 2022-2023 School Year
CMCSS is offering Open Enrollment in specific schools and grade levels with available capacity for the 2022-2023 school year. The Open Enrollment application period will be April 18-May 18, 2022. Due to the comprehensive rezoning that changed capacities at some schools, the District had to delay the determination of open seats for Open Enrollment until spring 2022. The Open Enrollment process is separate from the application period for schools and programs of choice that took place January-February 2022.
Space for Open Enrollment is limited to only the specific schools and grades listed below. Each grade listed has a limited number of available seats. If more requests are received than available seats, a lottery drawing will be held.

Rezoning Plan Approved
Good evening, CMCSS families,
At tonight’s special called voting session, the School Board voted to approve the final rezoning plan for middle schools effective the 2022-2023 school year and high schools effective the 2023-2024 school year. No elementary boundaries are affected by this rezoning.
This vote included the following rezoning phase-in plan:
Middle School Students in Rezoned Areas
Allow a choice for all currently enrolled 6th- and 7th-grade students to attend either their currently assigned middle school or their newly assigned middle school in 2022-2023. Transportation must be provided by the family if they opt out of rezoning to stay at their currently enrolled school. This choice will only apply for the student’s middle school attendance. Once the student reaches high school, he or she will be expected to attend their zoned high school.
High School Students in Rezoned Areas
Allow a choice for all currently enrolled 8th-, 9th- and 10th-grade students to attend either their currently assigned high school or their newly assigned high school in 2023-2024. If they opt out of rezoning to stay at their currently assigned school, transportation must be provided by the family or the student if he/she is able to drive.
Parents/guardians of currently enrolled 6th- and 7th-grade students who live in rezoned areas will receive an electronic rezoning opt-out form via text and/or email on Thursday, February 24. If you have any issues with the electronic form or do not receive one, please contact your child’s school beginning Friday, February 25.
Parents/guardians of currently enrolled 8th-, 9th- and 10th-grade students who live in rezoned areas will receive an electronic rezoning opt-out form next school year in advance of the 2023-2024 school year when high school rezoning takes effect.
April 18, 2022 Update
The deadline to request an opt-out to rezoning has passed. Families who did not submit their request must now request a Special Transfer (application found here) or fill out the Open Enrollment Application, if their student meets the school and grade requirements found here.

Family Life Curriculum Development Process Public Meetings
As communicated last semester, effective 2021-2022, all school systems in Tennessee are required to implement a program of family life education (T.C.A. 49-6-1302). In the fall, CMCSS sought feedback from teachers, parents/guardians, and other stakeholders on three proposed Family Life Curriculum resources that could be used by educators to teach the required components. After reviewing feedback with the CMCSS School Board, District leaders paused the process to seek additional guidance from the Tennessee Department of Education, legal counsel, and other districts across Tennessee.
CMCSS is inviting all stakeholders to engage in the Family Life Curriculum development process by participating in one of the upcoming public meetings. At the meetings, District personnel will engage with stakeholders to address the following questions:
- What materials or textbooks will be used to develop the CMCSS curriculum?
- How will teachers and students access the curriculum?
- What is required to be taught?

Accessing Student Report Cards – January 2022
CMCSS student report cards for the second nine weeks of the 2021-22 school year will be available on Wednesday, January 12. Parents/guardians will access report cards online using the CMCSS Parent Self-Service webpage at parents.cmcss.net.
If parents/guardians have issues accessing their child’s report card using CMCSS Parent Self-Service, they can contact their child’s enrolled school.
The report card available through Parent Self-Service is considered the official report card with comments for the grading period.
Parents/guardians can check their student’s academic progress on PowerSchool at any time. PowerSchool is the official grade book and attendance tracker for CMCSS. While some digital learning platforms have a grade book, please note that official grades will only be recorded in PowerSchool.
CREATING A POWERSCHOOL ACCOUNT
If you need to create a PowerSchool account, visit powerschool.cmcss.net, click the Create Account tab, and complete the form.

CMCSS Seeks Community Feedback Regarding District-Wide Rezoning
The Clarksville-Montgomery County School System has experienced tremendous growth over the past decade. Rezoning is taken very seriously, and the district makes every effort to ensure stakeholders are involved in the process. In May 2020, CMCSS began communicating the need for rezoning to families with the construction of the Kirkwood complex.
The population of Montgomery County has increased 27.7% in the last 10 years. Projections indicate the population could see a 40% growth rate in the next 20 years. The effect of this tremendous change can be seen in our local schools.
Growth in CMCSS
- CMCSS has a 30-year average growth of 677 new students every year.
- Current enrollment for the 2021-2022 school year is 37,769 students.
- Oakland, Rossview, and West Creek Elementary schools have recently undergone expansion projects to address capacity. See the current capacity of each school here (pdf).
- School capacity has an impact on the flexibility of programming and extracurricular activities.
- Maintaining a capacity of approximately 85% is the goal of CMCSS.
- The goal of CMCSS is to not rely on portables as a permanent solution.
At the Jan. 4, 2022, School Board Study Session, the Clarksville-Montgomery County School Board heard on first reading the recommendation that changes be made to the middle and high school zone lines for the 2022-2023 school year.
In 2021, the district initiated the process of working with a third-party consulting firm, RSP and Associates, with expertise in school system rezoning. In collaboration with the consulting firm and community stakeholders, the CMCSS Zoning Project Team has studied and evaluated existing school zones and building capacities to identify opportunities to better serve students, per the district’s Zoning Procedure (OPS-P017). The following criteria guide the team’s work:
- Rezone as few students as possible
- The proximity of students to existing schools
- Transport students the least distance possible
- Equitable distribution of resources according to the learning needs of all students
- Enrollment capacity of existing schools
- Consideration of free and reduced lunch status (socioeconomic)
- Allow for future growth where possible (based upon Regional Planning Commission lot and permit data)
Taking these guidelines into consideration, the Zoning Project Team made the following recommendation to the School Board. (Click here to see the presentation)
CMCSS and RSP & Associates will host three public forums to gain feedback from the community regarding the rezoning recommendations. The community is invited to attend the following forums:

2022-23 Application Period for Schools & Programs of Choice
What is the Application Window?
The Clarksville-Montgomery County School System offers several non-traditional schools and programs of choice for students. Each year, families can apply to express interest in their students participating in the program. Read below for more information on these innovative programs designed to provide families the opportunity to choose schools and programs that will help their children reach their potential. Unless otherwise noted, the application period is January 14 through February 11, 2022.
Access to the applications is NOT currently available. They will be available during the application period.
CMCSS K-12 Virtual School
CMCSS K-12 Virtual is an at-home educational experience that provides families the opportunity for both structure and flexibility in learning. Students accepted into CMCSS K-12 Virtual will be immersed in direct instruction from CMCSS certified teachers and also provided the opportunity for independent application of skills.
Eligibility:
CMCSS incoming kindergartener through 12th grader who is self-motivated, organized, and, with the help of teachers and learning mentors, can take responsibility for their own learning.

Moore Magnet Elementary STEM School
STEM, which stands for science, technology, engineering, and math, is embedded kindergarten through 5th grade at Moore. Students apply the knowledge they gain across the curriculum to solve challenges aligned with real-world problems tied to local community issues. Moore was one of the first schools in the state to receive the prestigious Tennessee STEM School Designation. Additionally, Moore was the first Montgomery County Green Certified School.

Spanish Immersion Program at Barksdale
The Spanish Immersion program is a proven method of educating children by immersing them in the Spanish language so they become bilingual. In a language immersion program, the classroom environment becomes the setting for language acquisition through subject content instruction, educational discourse, and social interactions. Students who enter the program need to be committed to continuing Spanish dual-language learning through 5th grade at Barksdale.

CMCSS Academies
College and career academies are schools within a school, aligned to a specific career theme. They are college and career preparatory small learning communities in which students focus their core class experience around a common career interest. Students share many of the same teachers, allowing educators to collaborate with each other in the coordination of lesson planning and classroom activities that align with the academy theme. Incoming high school freshmen will have the opportunity to apply to eight different college and career academies across the district. Rising sophomores interested in joining an Academy should talk with their school counselor.

Middle College at Austin Peay
Middle College is a unique collaborative program between CMCSS and Austin Peay State University. This program enables junior and senior high school students to complete a high school education while receiving direct and invaluable access to free college courses at the same time, while on a college campus. Through grants and scholarships, Middle College students are not required to pay tuition nor do they incur the expense of college textbooks.

Early Technical College at TCAT
The Early Technical College at TCAT is a unique, hands-on learning experience that allows students a no-cost opportunity to work towards an industry certification while also completing the necessary high school courses for graduation in the state of TN. Students can choose one option from four pathways, earning up to two certifications for the chosen pathway. Students who qualify can use funding from TNPromise to complete TCAT diplomas following HS graduation.

2021-2022 Federal Impact Aid Survey Will Be Released October 20
On October 20, parents and guardians of CMCSS will receive an electronic Federal Impact Aid survey.
Federal Impact Aid is designed to assist local school districts that have lost property tax revenue due to tax-exempt Federal property. Federal Impact Aid is set up for school districts where federally owned lands (such as Fort Campbell, government buildings, TVA steam plants, subsidized housing, etc.) are located. It intends to help offset the lost property taxes that would have been collected if businesses or privately owned residences were located there instead. Federal Impact Aid does not provide funding for every military-dependent child who is served in our school system.
Each year, the Clarksville-Montgomery County School System sends out to parents a survey to collect data about federally connected students. The funding formula that determines how much money a school system will receive hinges on accurate information collected on the survey.
It is crucial that parents complete the forms. And the information must be what is accurate on November 2. This year, there will be an electronic survey that is confidential and has no effect on personal taxes or on those who live in subsidized housing.

Volunteer as an Educational Surrogate Parent for a Student with Disabilities
Caring individuals always make a difference in the lives of CMCSS students. The district is actively seeking community members who are able to represent the educational interests of students with disabilities.
All children with disabilities are entitled to a free and appropriate public education (FAPE) under state and federal special education laws. Included in these laws is a mandate for the parents of children with disabilities to have the opportunity to actively participate in the educational decision-making process. Some children with disabilities may not have parents who can fulfill this very important role, leaving their educational planning solely to representatives from their local school system or other agencies. Federal law, Individuals with Disabilities Education Act (IDEA), and state rules, regulations and minimum standards require that an individual must be appointed to make decisions regarding the education students with disabilities must receive.
What is a surrogate parent?
A surrogate parent is a volunteer who is appointed by a local education agency to assist children who do not have parents or family members. The surrogate parent has all of the rights and can make all of the special education or early intervention decisions that are usually made by the child’s parents. Surrogate parents can review educational records; request and consent to evaluations and reevaluations; and challenge the recommendations of the education or early intervention agency by requesting informal and formal dispute resolution procedures. A surrogate parent does not have any rights and responsibilities for the child outside of the special education process.
When does a child require a surrogate parent?
A child with a disability requires a surrogate when:
- the parent (as defined in § 300.519) or guardian cannot be identified;
- the LEA, after reasonable efforts, cannot discover the whereabouts of a parent;
- the child is a ward of the State; or
- the child is an unaccompanied homeless youth as defined in section 725 (6) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11434a(6).
What are the responsibilities of a surrogate parent?
The surrogate parent acts as a substitute parent and is given the responsibility of determining the child’s educational experiences. A surrogate parent is not responsible for any financial costs or direct care of the child with disabilities. The surrogate parent represents the child in every step of the education process including identification, evaluation, and educational placement. The Surrogate Parent fulfills the parent role at all Individualized Education Plan (IEP) Team meetings and works to ensure that the child receives FAPE. A surrogate parent is also responsible for keeping confidential all information from the child’s educational, medical, or social services records.
Who can be a surrogate?
Any citizen of the United States of permanent resident who is at least 18 years old and has no conflict of interest concerning the child’s education may serve as an educational surrogate and must be of good moral character. The educational surrogate must act in the best interest of the student he/she represents. Furthermore, an educational surrogate may not be an employee of a public agency providing care, custody, or educational services to the specific child in need of educational surrogate representation.
How much time and money will this commitment take?
Surrogate parents are required to devote approximately three hours to the training provided by Clarksville Montgomery County Schools at least annually. After a student with disabilities is assigned, the educational surrogate reviews the student’s record well enough to understand the student’s needs, strengths, interests as well as their school history. Training is provided free of charge.

Social Media and School Safety Concerns
Good evening, CMCSS families,
Across the nation, schools are observing an increase in concerning student behaviors that are linked to social media, especially the app TikTok. As many CMCSS schools communicated with families a few weeks ago, an increase in vandalism and theft in schools and on buses was linked to a TikTok challenge. Recently, the District has been made aware of other planned challenges that promote crimes such as assaulting employees, sexual assault, and public nudity.
“These social media challenges may appear to be harmless or fun to an adolescent, but what parents need to clearly understand is that these thoughtless actions will come with serious consequences,” stated Montgomery County Sheriff John Fuson. “I have heard some say ‘what is the big deal, it’s just a soap dispenser’ or ‘I was just messing around.’ The reality is, the damages left behind to school property and the invasion or violation of another student or staff member’s person can easily lead to thousands in fines and restitution for parents to pay and a felony offense for their child. I encourage parents to pay close attention to what their children are doing and intervene where it is needed. We plan to take the most appropriate action necessary to help resolve this issue and get their attention.”
In addition to concerns about TikTok challenges, there are other digital dangers like cyberbullying, child exploitation, sharing personal information, and offensive content.
“Homeland Security Investigations (HSI) is the leading federal law enforcement agency that investigates crimes involving exploitation of minors,” said Nashville HSI Special Agent in Charge Jerry C. Templet Jr. “Our agents continually work with our local, state, and federal law enforcement partners to investigate and prosecute the perpetrators of these crimes and identify and rescue victims. While the internet is a great way to interact with friends and family, as well as meet new people, predators know this and actively stalk online meeting places such as chat rooms and social media sites. Education and community awareness regarding the dangers of online activity is extremely important.”
Finally, when a threat of violence is brought to our attention, we take it seriously and move forward to take the necessary action. Law enforcement and school officials work together to investigate. We will be vigilant in finding individuals responsible, and, as Sheriff Fuson has stated, “any and everybody involved will be charged and prosecuted to the fullest extent of the law.”
School Resource Officers and CMCSS employees work diligently to keep our schools safe, but it takes the entire community working together to provide a secure educational environment. We are asking parents and guardians to please talk to their children about online safety, appropriate behaviors, and consequences for criminal behaviors and offenses in the Student Code of Conduct.
Additionally, please talk to your children about the importance of immediately reporting any safety concern to an adult. Whether it is on social media or in the schoolhouse, if you see or hear something, say something. Please report concerns of school violence to officials, do not post or repost rumors or threats on social media.
